Kaiser-Wilhelm-Höhe, også Deisemannskopf, er toppen af Norrenberg i Barmer Wald i Wuppertals bydel Heckinghausen. Fra udsigtspunktet der har man en vid udsigt over de østlige dele af Wuppertal, Heckinghausen og Langerfeld.
I 1886 foreslog medlemmet Reinhard Thun fra Rittershauser Spatenclub at bygge et udsigtstårn på Deisemannskopf. Planen blev imidlertid ikke realiseret på grund af mangel på penge. Barmer Verschönerungsverein genoptog ideen og opførte i jagten på en passende placering for et repræsentativt Barmer udsigtstårn en midlertidig træstruktur der, men vurderede snart stedet som ugunstigt og fokuserede på byggeriet af Toelleturm, som blev færdiggjort i 1888.
