De Kaiser-Wilhelm-Höhe, ook wel Deisemannskopf genoemd, is de top van de Norrenberg in het Barmer Woud in de Wuppertaler stadsdistrict Heckinghausen. Vanaf het uitkijkpunt daar heeft men een wijde blik op de oostelijke Wuppertaler stadsdelen Heckinghausen en Langerfeld.
In 1886 deed het lid Reinhard Thun van de Rittershauser Spatenclub het voorstel om op de Deisemannskopf een uitkijktoren te bouwen. Het plan werd echter niet gerealiseerd vanwege geldgebrek. De Barmer Verfraaiingsvereniging pikte het idee weer op en richtte op zoek naar een geschikte locatie voor een representatieve Barmer uitkijktoren daar een houten noodtoren op, maar beoordeelde de locatie kort daarna als ongunstig en concentreerde zich op de bouw van de in 1888 voltooide Toelletoren.
