Den 1. februar 1978 blev den dannet ved sammenlægningen af de i 1946 dannede regeringsdistrikter Aurich og Osnabrück i delstaten Niedersachsen med det i 1946 dannede forvaltningsdistrikt Oldenburg fra den tidligere fristat Oldenburg, og havde sit administrationssæde i Oldenburg. Distriksmyndigheden var distriktsregeringen Weser-Ems, hvis myndighedsleder var en regeringspræsident. Distriktsregeringen havde sit hovedkontor i det oldenburgske ministerium; dens afdelinger i Osnabrück og Aurich befandt sig i de tidligere tjenestebygninger for de der værende regeringspræsidenter.
Den 1. januar 2005 blev alle regeringsdistrikter i delstaten Niedersachsen opløst. Ved beslutning fra delstatsregeringen blev der fra 2005 etableret en regeringsrepræsentation i Oldenburg, som blev erstattet af regionale repræsentanter for området af det tidligere regeringsdistrikt i 2014.
