Dover er et lokalt myndighedsdistrikt i Kent, England. Havnebyen Dover er dets administrative center. Det blev dannet den 1. april 1974 ved sammenlægningen af kommunerne Deal, Dover og Sandwich sammen med Dover Rural District og det meste af Eastry Rural District.
Den nordlige grænse for distriktet er floden Stour; på dens vestlige side ligger distriktet Canterbury; mod syd sognet Capel-le-Ferne; og mod øst Doverstrædet. Den sydlige del af sidstnævnte er det punkt, hvor North Downs møder havet, ved White Cliffs of Dover. Længere nord langs kysten, fra Deal og fremad, er landet på havets overflade, hvor floden Stour strømmer ud i havet via en cirkulær rute. Det er her, på sanddynerne, at Royal St George's Golf Club, grundlagt i 1887 og af internationalt ruf, er beliggende.
