Dover es un distrito de gobierno local en Kent, Inglaterra. La ciudad portuaria de Dover es su centro administrativo. Se formó el 1 de abril de 1974 por la fusión de los boroughs de Deal, Dover y Sandwich, junto con el Distrito Rural de Dover y la mayor parte del Distrito Rural de Eastry.
El límite norte del distrito es el río Stour; en su lado occidental se encuentra el distrito de Canterbury; al sur la parroquia de Capel-le-Ferne; y al este el Estrecho de Dover. La parte sur de este último es el punto donde los North Downs se encuentran con el mar, en los White Cliffs of Dover. Más al norte a lo largo de la costa, desde Deal hacia adelante, la tierra está al nivel del mar, donde el río Stour entra al mar por un recorrido tortuoso. Es aquí, en las dunas de arena, donde se encuentra el Royal St George's Golf Club, fundado en 1887 y de reputación internacional.
