Navnet betyder på italiensk bogstaveligt "Pladsen for folket", men historisk set stammer navnet fra poplen, hvortil kirken Santa Maria del Popolo på pladsen også skylder sit navn.
Pladsen blev mellem 1811 og 1822 designet af arkitekten Giuseppe Valadier i neoklassisk stil. I designet af pladsen kan stilen og indretningen genkendes fra Gian Lorenzo Berninis design til Peterspladsen i Vatikanstaten.
