De Staten-Generaal har siden 1814 været folkerepræsentationen, eller parlamentet, i Holland. Med Grondloven fra 1815 blev der indført et tokammersystem, og siden da har Staten-Generaal bestået af Første Kammer og Anden Kammer.
Et lovforslag skal godkendes af begge kamre: først af Anden Kammer og derefter af Første Kammer. Funktionerne i de to kamre er i praksis forskellige: Anden Kammer har ret til at ændre og initiativret, mens Første Kammer kun kan godkende eller afvise et lovforslag.
