Heel og Panheel er en tidligere kommune i Nederland-Limburg, og blev dannet efter sammenslutningen af byerne Heel og Panheel den 1. januar 1821.
Bysamfundet Pol, som sammen med Panheel udgjorde kommunen Pol og Panheel, blev tilføjet Wessem.
De små landsbyer Katert, Apenbroek og Houtem i den nordlige del af kommunen blev overtaget fra Wessem.
