Der Bezirk wurde 1899 aus dem davor dem Bezirk Zwettl zugeschlagenen, ehemaligen Amtsbezirk Weitra sowie aus den davor dem Bezirk Waidhofen an der Thaya zugeschlagenen, ehemaligen Amtsbezirken Schrems und Litschau gebildet. Die Stadt Gmünd selbst unterstand bis 1867 dem Amtsbezirk Schrems und war danach dem Bezirk Waidhofen an der Thaya zugeteilt.
