Bei der Gründung der Gemeinden am Ende des Ancien Régime bildeten Westrem und Massemen die Gemeinde Massemen-Westrem. Im Jahr 1899 wurde diese Gemeinde aufgelöst und Westrem wurde eine eigenständige Gemeinde. 1977 verlor Westrem, wie auch Massemen, wieder seine Eigenständigkeit und beide Gemeinden fusionierten mit Wetteren.
