En la creación de los municipios a finales del Antiguo Régimen, Westrem, junto con Massemen, formó el municipio de Massemen-Westrem. En 1899, ese municipio fue disuelto y Westrem se convirtió en un municipio independiente. En 1977, Westrem, al igual que Massemen, perdió su independencia nuevamente y ambos municipios se fusionaron con Wetteren.
