Das internationale Kulturfestival Europalia wurde erstmals 1969 in Belgien organisiert, um ein tieferes Verständnis für die kulturellen Hintergründe der verschiedenen Länder innerhalb der Europäischen Union zu schaffen. Das Festival findet alle zwei Jahre statt. Jedes Gastland präsentiert über einen Zeitraum von 3 Monaten eine Reihe von Ausstellungen über alte, zeitgenössische und moderne Kunst.
Dieses Denkmal, das im Rahmen von Europalia Portugal errichtet wurde, symbolisiert laut seinem Schöpfer die Begegnung zwischen dem südlichen Marmor und der nördlichen Hemisphäre und steht außerdem für die Offenheit Europas. Es wurde 1991 von den 12 (damals noch 12 Mitgliedstaaten) Säulen vorgestellt, die um das Hauptdenkmal stehen. Die Formen erinnern an Menhire und Dolmen, alte Überreste einer europäischen Zivilisation.
Es wurde von der Ehefrau des portugiesischen Präsidenten Soares eingeweiht.
