Het internationaal cultuurfestival Europalia werd voor het eerst in België georganiseerd in 1969 met als doel een diepere kennis te creëren van de culturele achtergronden van de verschillende landen binnen de Europese Unie.
Het festival heeft elke twee jaar plaats.
Elk gastland presenteert gedurende 3 maand een serie exposities over vroegere, hedendaagse en moderne kunst.
Dit monument, dat opgericht werd in het kader van Europalia Portugal, symboliseert volgens haar schepper de ontmoeting tussen het zuidelijk marmer en het noordelijk hemisfeer en symboliseert tevens de openheid van Europa. Het werd in 1991 voorgesteld door de 12 (toen nog maar 12 lidstaten) pilaren die rond het hoofdmonument staan.
De vormen roepen menhirs en dolmens op, oude overblijfselen van een Europese beschaving.
Het werd door de echtgenote van de Portugese president Soares ingehuldigd.
