Il festival culturale internazionale Europalia è stato organizzato per la prima volta in Belgio nel 1969 con l'obiettivo di creare una conoscenza più profonda dei contesti culturali dei diversi paesi all'interno dell'Unione Europea.
Il festival si tiene ogni due anni.
Ogni paese ospite presenta per 3 mesi una serie di esposizioni su arte antica, contemporanea e moderna.
Questo monumento, eretto nell'ambito di Europalia Portogallo, simboleggia secondo il suo creatore l'incontro tra il marmo meridionale e l'emisfero settentrionale e simboleggia anche l'apertura dell'Europa. È stato presentato nel 1991 dai 12 (allora solo 12 stati membri) pilastri che circondano il monumento principale.
Le forme richiamano menhir e dolmen, antiche vestigia di una civiltà europea.
È stato inaugurato dalla moglie del presidente portoghese Soares.
