Es wurde am 5. April 1779 von François-Charles de Velbrück während seiner Herrschaft als Fürstbischof von Lüttich gegründet. Es hatte das Ziel, seinen Mitgliedern Zeitungen und Bücher in einer geselligen Atmosphäre zur Verfügung zu stellen, nach dem Vorbild anderer literarischer Gesellschaften der Zeit, wie dem Cabinet littéraire de Verviers, der Société littéraire de Huy, der Société royale littéraire de Hasselt, dem Cercle de l’Union de Maastricht, dem "Aachener Casino Club" in Aachen, der Société littéraire de Gand, der Société de littérature de Bruxelles und dem berühmten Gabinetto Vieusseux.
