Während des Krieges wird die Stadthalle für verschiedene Zwecke genutzt. Zunächst bietet sie belgischen Reservisten und Flüchtlingen Unterschlupf. Während der Besatzung dient sie als Gefängnis und sogar als Garage und Küche.
Brügge ist sehr beliebt unter den deutschen Soldaten. Die unzähligen Fotos, die sie vom Markt machen, zeugen davon. Dort spielt auch regelmäßig eine deutsche Kapelle. Militärparaden sorgen für Unterhaltung. Am Eingang des Belfrieds steht ein Zeitungskiosk für die deutschen Soldaten. Offiziere verbringen ihre Zeit in dem zu einer Buchhandlung, Bibliothek und einem Lesesaal umgewandelten Kino. Oder sie gehen in das Brügger Offizierskasino essen.
Nach der Befreiung statten König Albert, Königin Elisabeth und Prinz Leopold Brügge einen Besuch im Geheimen ab. Später, am 25. Oktober 1918, werden sie dort auf dem Markt offiziell begrüßt.
