Der Künstler Dany Tulkens entwarf den acht Meter hohen Ballon 1988 als Geschenk an die Stadt der Niederländischen Vereinigung der Jahre. Er wollte damit sagen, dass man mit Freunden um sich herum alltägliche Sorgen überwinden kann.
Der Ballon selbst wurde in Silberchlorid leicht patiniert, so soll der Ballon laut Künstler "in die Luft bluten". Der Korb ist aus Cortenstahl.
