Das Landgericht befindet sich an der Stelle, wo 1294 die Wasserhalle , ein imposantes Hafengebäude , errichtet wurde. Die Wasserhalle wurde 1787 abgerissen, weil sie für die Schiffe nicht mehr zugänglich war.
Der neoklassizistische Nachfolger wurde ab 1850 teilweise von der Landesregierung genutzt, bis er 1878 abbrannte. Daraufhin wurde ein Wettbewerb für ein Gebäude für die Provinz und das Postamt ausgeschrieben.
Das Gericht ist Eigentum des Bundes. Es steht seit 2002 unter Denkmalschutz und wird hauptsächlich für Feierlichkeiten und Ausstellungen genutzt.
Im Landesratssaal stehen zehn Fürstenstatuen. Die Wände sind mit Porträts berühmter Persönlichkeiten aus Westflandern bemalt.
