Die Gemeinde Garrel liegt 28 Kilometer südwestlich der Stadt Oldenburg und 13 Kilometer nördlich der Stadt Cloppenburg. In unmittelbarer Nähe befindet sich die Thülsfelder Talsperre und der Naturpark Wildeshauser Geest. Das Gebiet der Gemeinde gehört zur Südoldenburger Marschlandschaft. Im südwestlichen Gemeindegebiet an der Thülsfelder Talsperre findet man aber auch die typischen Geestformationen des Norddeutschen Tieflandes, bestehend aus Heideflächen, in Abwechslung mit Kiefern- und Fichtenwäldern.
