Die Ausdehnung des Kreises beträgt Nord-Süd etwa 50 km und Ost-West 40 km. Das Gebiet ist Flachland mit einer mittleren Höhenlage von 30–40 m über NN. Nördlich von Cloppenburg bildet die Soeste einen etwa 3 km langen See, die Thülsfelder Talsperre. Der Landkreis ist Teil der Region Oldenburger Münsterland.
