Der Landkreis ist Bestandteil der klimatisch subatlantisch geprägten naturräumlichen Haupteinheit Lüneburger Heide im nordwestdeutschen Tiefland. Zentraler Landschaftsraum ist das saaleeiszeitliche „Uelzener-Bevenser Becken“, das von verschiedenen Moränen-Höhenrücken umrahmt wird. Im Osten befindet sich beispielsweise die „Osthannoversche Endmoräne“ , westlich verläuft die Endmoränenstaffel der „Hohen Heide“, die sich bis zu den Harburger Bergen südlich von Hamburg erstreckt.
Der Landkreis grenzt im Uhrzeigersinn im Norden beginnend an die Landkreise Lüneburg und Lüchow-Dannenberg , an den Altmarkkreis Salzwedel sowie an die Landkreise Gifhorn, Celle und Heidekreis .
