Die Entstehung der öffentlichen Parkanlage in Altenessen geht auf das Jahr 1897 zurück. Zum 100-jährigen Geburtstag von Kaiser Wilhelm I. wurde sie eingeweiht und nach ihm benannt.
Der Kaiser-Wilhelm-Park hat sich im Laufe seiner Entwicklung durch mehrfache Erweiterungen, ergänzende Ausstattungen, durch Zerstörungen im II. Weltkrieg und Einflüsse des jeweiligen Zeitgeistes verändert. Der Volksparkcharakter ist jedoch erhalten geblieben.
Sein Erscheinungsbild wird geprägt von weiten Rasenflächen und einem prächtigen Baumbestand. Hierin eingebettet sind viele Spieleinrichtungen, die bei schönem Wetter zahlreiche Besucher anziehen.
