Nach Artikel 68 der spanischen Verfassung besteht das Abgeordnetenhaus aus 300 bis 400 Abgeordneten, die in allgemeiner, freier, gleicher, unmittelbarer und geheimer Wahl gewählt werden. Die Verfassung enthält folgende weitere Regelungen: Wahlkreise sind die 50 Provinzen und die zwei Exklaven Ceuta und Melilla in Nordafrika. Insgesamt bestehen also 52 Wahlkreise . Die Wahl erfolgt in den einzelnen Wahlkreisen nach Verhältniswahlrecht .
