Kernkraftwerke werden oft aus dem Blickfeld an den Landesgrenzen gebaut. Dort, wo die Bevölkerungsdichte nicht so hoch ist. Das kommt gut gelegen, insbesondere wenn mit diesen Kernkraftwerken etwas schiefgeht, dann trägt die Nachbarschaft die Hälfte des Schadens. Bei der Atomkraftwerksanlage in Chooz in den französischen Ardennen ist die Lage wirklich flagrant. Sie liegt direkt bei Givet an der Spitze der französischen Ausbuchtung, die dort tief in das belgische Territorium eindringt. Bei einer Nuklearkatastrophe in Chooz sind insbesondere die benachbarten Belgier die Leidtragenden.
