Das Gebäude, das von dem Architekten François Lombard entworfen wurde, beherbergt auf einer Fläche von 4000 m² auf zwei Ebenen eine allgemeine Bibliothek und mehrere Fachabteilungen, die in komfortablen Räumen untergebracht sind.
Die Mediathek im Stadtzentrum empfängt nicht nur Leser, sondern alle Arten von Publikum, die je nach Aktivitäten oder geplanten Veranstaltungen variieren.
Die Mediathek hat es sich zur Aufgabe gemacht, die Kultur für jedes Publikum zugänglich zu machen, das durch ihre Türen kommt.
