World Rugby, bis November 2014 International Rugby Board genannt, ist der Weltverband der Sportart Rugby Union. Er wurde 1886 als International Rugby Football Board von den Verbänden aus Schottland, Irland und Wales gegründet. 1890 kam England, das zunächst einen Beitritt verweigert hatte, als erstes Neumitglied hinzu.
Der Hauptsitz von World Rugby befindet sich in der irischen Hauptstadt Dublin. Dem Verband angeschlossen sind 117 Mitglieder und sechs Regionalverbände. World Rugby richtet einige der bedeutendsten internationalen Turniere aus, allen voran die alle vier Jahre stattfindenden Rugby-Union-Weltmeisterschaften.
