Der Tunnel verläuft unterhalb der Akropolis von Cumae in Richtung Ost-West und beschreibt eine Kurve unter dem Tempel des Apollon, um das Forum der Stadt mit dem Tyrrhenischen Meer zu verbinden. Er wurde auf Befehl von Marcus Vipsanius Agrippa erbaut, um den Militärhafen von Portus Iulius während des Bürgerkriegs zwischen Augustus und Marcus Antonius zu verbessern. Das Projekt wurde im Jahr 37 v. Chr. von Lucius Cocceius Auctus entworfen, im Rahmen des allgemeinen Bauprojekts des genannten Portus Iulius, zusammen mit der Verbindung des Hafens von Cumae durch die Grotte des Cocceius.
