Das Reichskommissariat Ostland entstand während des Zweiten Weltkriegs nach dem Angriff des Deutschen Reichs auf die Sowjetunion im Juni 1941 im Baltikum und Teilen Weißrusslands. Die politische Organisation des Gebiets übernahm – neben einer Militärverwaltung durch die Wehrmacht – eine Zivilverwaltung, die unter der Leitung des Reichsministeriums für die besetzten Ostgebiete des NS-Chefideologen Alfred Rosenberg stand.
