Die Rokade steht am nördlichen Zugang zum Stadtteil Hoornse Meer. Das Gebäude, das von dem Amsterdamer Architekturbüro Arons & Gelauff entworfen wurde, gehört mit 21 Etagen und einer Höhe von 63 Metern zu den zehn höchsten Gebäuden in Groningen. Die Rokade war eines der ersten sichtbaren Ergebnisse der 2003 durchgeführten Veranstaltung Die Intensive Stadt, mit der die damalige Verwaltung der Stadt Groningen ihr Bestreben demonstrierte, die Stadt "kompakt" zu halten, indem die Stadtteile direkt rund um das Stadtzentrum verdichtet wurden. Dies wurde als notwendig erachtet, um trotz einer sinkenden durchschnittlichen Wohnbelegung das bestehende Versorgungsniveau aufrechterhalten zu können.
