Im Laufe des neunzehnten Jahrhunderts nahmen Verkehr und Transport auf den Straßen immer mehr zu, und es entstand Bedarf an befestigten Straßen. Die Befestigung der Straßen sowie deren Verwaltung und Wartung gingen fast immer mit der Erhebung von Maut einher. Die erste mautpflichtige Straße in Steenwijk, gelegen auf dem Gebiet der Gemeinde Steenwijkerwold und im Eigentum, der Verwaltung und der Instandhaltung der Gemeinden Steenwijk, war die Gasthuisdijk.
