Der Weltpostverein wurde 1874 gegründet und regelt bis heute die internationale Zusammenarbeit der Postbehörden und die Rahmenbedingungen des grenzüberschreitenden Postverkehrs. Der Hauptsitz des Weltpostvereins ist seit der Gründung in Bern in der Schweiz. Er hat seit dem 4. Oktober 2011 insgesamt 192 Mitgliedstaaten. Hauptrechtsgrundlagen des Vereins sind die Satzung vom 10. Juli 1964, ergänzt durch die Allgemeine Verfahrensordnung , sowie der Weltpostvertrag .
Am 9. Oktober 1874 wurde im Rathaus zum Äusseren Stand von Bern auf Vorschlag des deutschen Generalpostdirektors Heinrich von Stephan ein Allgemeiner Postverein von 22 Staaten gegründet. Dieser zählt zu den ältesten Internationalen Organisationen. Der Weltpostvertrag wurde von 20 Gründungsstaaten ratifiziert und trat am 1. Juli 1875 in Kraft.
