Die britische Mittelmeerflotte, die unter ihrem Oberbefehlshaber Sir Andrew Cunningham von Alexandria aus operierte, versuchte schon bald nach dem Kriegseintritt Italiens am 11. Juni 1940, die Italiener in eine Schlacht zu verwickeln, da die zahlreichen modernen italienischen Einheiten die Unterhaltung einer entsprechend starken britischen Flotte notwendig machten . Zu einer Entscheidungsschlacht kam es vorerst jedoch nicht, da sich die italienische Marine nach der Seeschlacht bei Punta Stilo, besonders aber nach dem britischen Angriff auf Tarent auf eine Defensivstrategie verlegte.
