Atuatuca Tungrorum, the present-day Tongeren, was a Roman city in the province of Lower Germany. In 57 BC, the Roman general Julius Caesar conquered the area of present-day northern France, Belgium, and southern Netherlands, known as Gallia Belgica. A Roman camp was established in Atuatuca, a stronghold of the Eburones. Ambiorix and Catuvolcus, two kings of the Eburones, revolted against the Romans in 54 BC. With a ruse, the Eburones managed to lure the Romans out of Atuatuca: the 14th legion and a cavalry unit of 200 men were ambushed several miles outside Atuatuca in a kettle valley and virtually annihilated. Caesar then sent nine legions to Belgica. After a protracted struggle, the rebellious tribes were slaughtered or driven from their territory. Catuvolcus committed suicide, and Ambiorix fled across the Rhine to the Germans. The Eburones were driven north to what later became Toxandria.
