The water authority was established as a peat district, which means an organization for the reclamation of peat. Due to structural problems, the peat district was converted into a water authority in 1884. The area was located to the north and south of present-day Alteveer, directly to the east of the Barkelazwet. It covered a large part of the then municipality of Onstwedde.
