La entidad de agua se estableció como una sociedad de turba, es decir, una organización para la explotación de turberas. Debido a problemas estructurales, la sociedad de turba se transformó en entidad de agua en 1884. El área se encontraba al norte y al sur de la actual Alteveer, justo al este de la Barkelazwet. Abarcaba una gran parte del entonces municipio de Onstwedde.
