The mill was established by Jef Rommens from the Flemish Meersel-Dreef, where his family has a water mill. In times of calm weather, grains were already ground here for Bavelse farmers when the mills of Ginneken and Ulvenhout could not operate; however, the Bavelse population needed their own mill. Jef submitted a request to the municipality of Nieuw-Ginneken for the construction of a windmill, and on April 15, 1865, his request was approved. He purchased a piece of land on the west side of the village and had a stone mill built here by mill builder Jac Brouwers from Meerle. The mill was put into operation later that same year.
