La plaza se construyó alrededor de 1875, cuando se demolió y reconstruyó el barrio popular de Nuestra Señora de la Nieve, momento en el que se rediseñó por completo el patrón de calles. El nombre hace referencia a las libertades constitucionales belgas. Esto también se aplica a los nombres de las cuatro calles que parten desde aquí, que hacen referencia a la libertad de prensa, la libertad de asociación, la libertad de religión y la libertad de educación.
