Esta es la antigua Bolsa de Comercio, ahora Palacio de Congresos.
En el lado norte de la Place d'Armes, en línea con la Rue du Pont, se encuentra este enorme edificio de ladrillo y piedra caliza de estilo ecléctico principalmente neobarroco . Data del año 1932 y fue diseñado por É. Dickschen. La gran buhardilla tiene la cabeza de Mercurio, el dios del comercio.
El interior presenta bajorrelieves Art Déco de Lucien Guyaux.
De 1979 a 1995, la Bolsa de Comercio sirvió como edificio del parlamento. Hoy en día, el gobierno valón tiene su sede en el antiguo Hospicio Saint-Gilles, al pie de la Ciudadela. Durante la Segunda Guerra Mundial, el edificio, como muchos otros edificios de la plaza de Armas, fue destruido durante un bombardeo y fue restaurado en los años siguientes.
