El tribunal regional de Lindlar se menciona por primera vez en un documento del 21 de abril de 1477. En ese momento, el tribunal aún no contaba con su propio sello, por lo que el documento fue sellado por el agente de Steinbach. Además del tribunal rural de Lindlar, también había tribunales en Wipperfürth, Overath y Kürten. En el año 1555, se unieron el tribunal rural de Lindlar y el de Overath, y la sede se trasladó a Hohkeppel. A partir de entonces, se hablaba del "tribunal regional de Keppel". Durante este tiempo, había tribunales de hacienda en Lindlar, Heiligenhoven, Scheel, Steinenbrücke, Steinbach y Georghausen.
