El preámbulo (introducción) de la Declaración Universal de Derechos Humanos establece, en resumen:

El desprecio por los derechos humanos ha conducido a actos bárbaros.
Cuando las personas no están protegidas, la rebelión contra la opresión es el último recurso.
Los derechos humanos son un deber de todos: gobierno, individuo o entidad social.
