SV Oosterheem fue oficialmente fundado el 1 de abril de 2000. En este día se firmaron los estatutos ante el notario sr. J. Th van Loenen. La primera junta fue formada por Jules Lieveld (presidente), Cor Westenberg (secretario) y Dick van Asperen (tesorero). Además de los miembros de la junta diaria, Cor Laven, Jacques Verreijdt y Klaas Anema también estuvieron estrechamente involucrados en la fundación.
Los primeros rumores sobre una nueva asociación de fútbol en Zoetermeer surgieron en la temporada 1999/2000. La junta de FC Zoetermeer decidió en esa temporada no inscribir al primer equipo de sábado en la clase estándar para la temporada siguiente. Esto no fue bien recibido por la selección. Además, como había planes para fundar una nueva asociación que en el futuro debería jugar en Oosterheem, se lanzó la idea de comenzar un poco antes.....
