La place et les imposants immeubles de bureaux en face se trouvent sur l’ancien site de l’usine de chocolat Côte d’Or. La SNCB a acquis le site en 1991. Ne pouvant pas faire appel à une aide publique pour la transformation de la Gare du Midi, elle a travaillé en collaboration avec des promoteurs privés. Ceux-ci y ont construit le gigantesque bloc de bureaux, avec des commerces au rez-de-chaussée. L’ensemble forme un mur de plusieurs étages entre la gare et le quartier de Cureghem.
Les travaux de transformation n’ont pas pris en compte l’aménagement d’une bonne connexion entre la gare et le centre. À partir de la place Horta, les panneaux sont insuffisants pour guider les visiteurs vers la Grand-Place. Heureusement, la Tour du Midi (1967) reste un bon indicateur : avec ses 150 mètres de haut, c’est le bâtiment le plus élevé de Belgique.
