Nordhorn est le chef-lieu du district du comté de Bentheim dans l'extrême sud-ouest de la Basse-Saxe près de la frontière des Pays-Bas et de la Rhénanie-du-Nord-Westphalie. Nordhorn est classée centre de ressources avec des fonctions partielles quant à l'aménagement du territoire.
