Le deuxième gratte-ciel de Leipzig est construit en 1928-1929 par Otto Paul Burghardt en réponse au Krochhochhaus. Il s'agit du premier bâtiment du projet Ringcity-Konzepts de l'architecte Hubert Ritter, mais le projet sera abandonné après la démission de Ritter. Le projet est validé en juillet 1928, le gros-œuvre est fini début novembre 1929, la plupart des pièces sont occupées en janvier 1930.
Pendant la RDA, le bâtiment est le siège de la Compagnie d'État d'assurances de la RDA. En 1965, on entreprend une reconstruction dans le style de l'époque par Frieder Gebhard et Hans-Joachim Dreßler.
