Le réservoir d’Oberilzmühle, également connu sous le nom de Haslach-Speicher, au nord de Passau en Bavière dans la commune de Salzweg, endigue la rivière Ilz près d’Oberilzmühle pour former un lac.
En 1939, la ville de Passau a acheté l’Oberilzmühle pour la construction d’une nouvelle centrale hydroélectrique. En mai 1942, la ville a dû céder le projet à l’Institut de recherche Arno Fischer, qui voulait construire une centrale électrique dite sous-marine sous la direction d’Arno Fischer. Les travaux de construction ont été réalisés par des prisonniers qui ont été forcés de travailler dans le sous-camp du camp de concentration de Mauthausen, Passau 1, jusqu’aux derniers jours de la guerre.
