Enkarterri en basque, ou Las Encartaciones en espagnol, est une comarque et une sous-région historique de la Biscaye, une province du nord de l'Espagne. Elle s'étend du fleuve Nervion à l'estuaire de Bilbao à l'ouest, en s'étirant entre les montagnes frontalières cantabriques et de Castille et Léon. La population actuelle de la comarque Enkarterri est de 30 966 habitants, et le principal centre urbain est la municipalité de Balmaseda.De tradition non basque, elle se voit intégrée lentement à la Biscaye au cours d'un processus qui dure trois siècles. L'Enkarterri acquiert un statut spécial qui combine des droits du royaume de Castille et de Navarre.
