L'ancien V&D à Heerlen a été conçu par Frits Peutz en 1958 dans le cadre de la chaîne de magasins Vroom & Dreesmann. Le design intérieur a été réalisé par M. Kober et sa fille Marcia, et les constructeurs étaient E. Joosten et L. Reumkens. Le directeur à Heerlen était Adrianus Merkx.
Le bâtiment était relativement différent pour Heerlen, bien qu'accoutumé à l'architecture moderne, ce bâtiment a été décrit comme semblable à un gratte-ciel. Il a deux entrées, l'une sur la Raadshuisplein et l'autre sur la Geleenstraat, puisque la Geleenstraat est située plus bas, l'entrée là-bas est à 10 m sous le niveau de la Raadshuisplein.
