Il Palazzo delle Belle Arti fu progettato nel 1928 dal famoso architetto Victor Horta. C'erano molte limitazioni legate al suo compito: il Palazzo doveva essere costruito su un terreno con molte discontinuità altimetriche. Inoltre, la facciata più alta, situata in Rue Royale, non doveva ostacolare la vista di Bruxelles dal Palazzo Reale.
Il risultato è un edificio su otto diversi livelli, enorme ma invisibile a causa delle molte sale sotterranee.
Per il Palazzo delle Belle Arti, Horta scambiò le linee sinuose dell'Art Nouveau con le forme geometriche dell'Art Deco. Nelle sue memorie, Horta definisce il Palazzo un punto culminante della sua carriera.
