L'Organizzazione per la Cooperazione di Shanghai è un organismo intergovernativo fondato il 14 giugno 2001 dai capi di Stato di sei Paesi: Cina, Russia, Kazakistan, Kirghizistan, Tagikistan e Uzbekistan.
Questi paesi, con l'eccezione dell'Uzbekistan, facevano già parte dello Shanghai Five . Dopo l'adesione dell'Uzbekistan, nel 2001, i membri dell'organizzazione decisero di cambiarne il nome in quello attuale.
