La Seconda Guerra Mondiale ha causato devastazione a Oostende. Già all'inizio dell'occupazione, nel maggio 1940, i nazisti ridussero in cenere il vecchio municipio con una bomba incendaria. Il masterplan dell'architetto e urbanista Jean-Jules Eggericx prevedeva una nuova costruzione nel luogo dove in passato si trovava un terzo bacino portuale.
L'architetto Victor Bourgeois si era fatto un nome durante il periodo tra le due guerre come progettista di diversi quartieri giardino e edifici pubblici a Bruxelles e in Vallonia, sempre nello stile modernista rigoroso dell'epoca. Qui costruì tra il 1956 e il 1961 un municipio funzionale con scheletro in cemento e finestre in acciaio che oggi è imprescindibile nel panorama urbano.
Assicurati di dare un'occhiata al muro laterale dell'ala est (al Mercatordok), dove nel 2020 è stata realizzata una grande murales del fiero ostendese Arno.
